Koheita Mochizuki (Koji Yakusho, Shall We Dance) is a samurai with such a reputation for debauchery that his nickname is "Dora-heita" (Alley Cat), so his appointment as magistrate of Horisato, the most lawless and corrupt township in all of Japan, raises a few eyebrows on both sides of the law. It's all a carefully constructed front that he intends to use to clean up the town, but in order to do so, he'll have to outwit the crooks and outfight the righteous samurai who thinks he's too disgraceful to be allowed to keep on breathing. And then his old mistress hits town and makes life really complicated!
