Flavius Silva (O'Toole), a commander in Roman Palestine, attempts to compromise with the Jewish Zealots and withdraw his legion. However, events and personalities in Rome lead to his army besieging the fortress of Masada. There the strength of the Romans must fight both the harsh climate and the passion of Eleazar Ben Yair (Strauss) and his devoted followers.
