Based on the novel by Jerdine Nolen, when Harvey S. Potter (Rip Torn) arrives in a drought-stricken farm area, he is somehow able to grow a crop of colorful balloons on his land. Potter wins over the local townspeople but is threatened when it appears that he may be a huckster.
