Illinois Gambling Regulator Merger Stalls Over Transparency Concerns

Gov. JB Pritzker’s proposal to consolidate Illinois’ gambling regulators has stalled after lawmakers adjourned the spring legislative session without advancing the measure.

The proposal would have merged the Illinois Gaming Board and the Illinois Racing Board into a single agency overseeing casinos, sports betting, horse racing and video gaming. However, legislators raised concerns that the restructuring would reduce public oversight and transparency in one of the state’s most closely scrutinized industries.

“There was no appetite for it,” House Speaker Emanuel “Chris” Welch said following the session’s conclusion. “I’m not saying it’ll never get done. I just think that some of these things really take time,” according to an article by the Chicago Sun-Times.

Pritzker pushes for streamlined gambling oversight

Illinois currently operates under a dual-regulator system.

  • The Illinois Gaming Board oversees casinos, sports betting and video gaming.
  • The Illinois Racing Board regulates horse racing and off-track wagering.

Under Pritzker’s proposal, the two agencies would have been consolidated into a new Department of Gaming Regulation and Enforcement. Supporters argued the move would modernize oversight, improve administrative efficiency and streamline licensing and enforcement processes across the state’s rapidly expanding gambling industry.

The proposal was included as part of the governor’s fiscal year 2027 budget agenda, according to budget documents released by the governor’s office.

State Sen. Bill Cunningham, who supported exploring consolidation, said the current structure can slow regulatory decisions, according to the Chicago Sun-Times. Supporters also argued a unified regulator could better manage Illinois’ expanding gambling industry as lawmakers continue debating issues such as prediction markets and online casinos.

Critics warn proposal would reduce transparency

Despite support from the governor’s office, lawmakers raised concerns that the proposal would weaken public accountability.

Currently, both the Illinois Gaming Board and Illinois Racing Board hold public meetings to review licenses, disciplinary actions and other regulatory matters. Under the proposed structure, many decisions would have shifted to an internal executive branch process.

Critics argued the change would reduce transparency in Illinois’ gambling industry, while supporters said it could speed up licensing and enforcement decisions. For now, the Illinois Gaming Board and Illinois Racing Board will continue operating separately.

Online casino debate continues in Illinois

The stalled merger comes as Illinois lawmakers continue debating online casino legalization.

Supporters argue Illinois online casinos could generate hundreds of millions in annual tax revenue and provide stronger consumer protections than offshore gambling platforms. Gov. JB Pritzker has called the idea “worthy of consideration.”

Opponents, however, warn online casinos could increase problem gambling and hurt the state’s video gaming market, one of Illinois’ largest gambling revenue sources.

Sports betting taxes and prediction markets add pressure

Illinois lawmakers are also navigating broader gambling policy disputes.

The state recently approved additional sports betting tax increases, drawing criticism from sportsbook operators. Meanwhile, prediction markets have emerged as a growing regulatory issue as states and federal regulators debate whether the products fall under gambling laws.

With online gambling expansion and regulatory changes still under discussion, Illinois is expected to remain a major gambling policy battleground heading into 2027.
