The North Carolina Education Lottery (NCEL) announced extending the partnership with Scientific Games for the US’s fastest-growing instant scratch game program. The popular instant-win lottery games help the gambling industry collect billions of revenue annually.
According to the press release, the successful partnership serves as a “model for the US and international lotteries” and positions NCEL for future growth to benefit North Carolina students.
John Schulz, president of Americas and Global Instant Products for Scientific Games, commented in a news release:
“The North Carolina Education Lottery is a great example of how Scientific Games and a lottery can partner on instant games to optimize the product portfolio and generate maximum revenues to benefit residents in the state. The program in North Carolina is a model for the world’s lotteries.”
The North Carolina Education Lottery told PlayUSA that the partnership expiration date was previously set for June 30, 2025, and is now extended for two years, until June 30, 2027.
Scientific Games helped the North Carolina Lottery increase its scratch-off sales
The collaboration started in 2017, positioning the Lottery for future growth to support education across North Carolina, including:
- School construction
- Scholarships for students that attend in-state colleges and universities
Through providing portfolio management across the Lottery’s scratch game offerings, Scientific Games has helped the NCEL increase its scratch-off sales. The sales went from $1.7 billion in FY2017 (fiscal year) to $2.6 billion in FY2022.
In addition, scratch-off sales helped the Lottery raise $929 million to support education programs in North Carolina. Mark Michalko, NCEL Executive Director, said:
“Our partnership with Scientific Games helps the NC Education Lottery achieve its goals, and we look forward to continuing our good work together. Last year, the success of scratch-off sales helped to raise $929 million to support education programs in North Carolina.

More than 20 US lotteries use the program.
Scientific Games renewed its agreement with Georgia Lottery
The Georgia Lottery Corporation has worked with Atlanta-based Scientific Games since its very beginning.
Scientific Games has recently signed a seven-year extension with the Georgia Lottery to provide scratch cards. That announcement came as the Georgia Lottery celebrated its 30th anniversary, highlighted by a 30-year primary instant game partnership with Scientific Games for scratchers.
So far, the partnership has helped the Lottery raise more than $26.1 billion in funding for the state’s HOPE Scholarship and Georgia Pre-K Program.
