Several Colorado laws took effect Wednesday, but for gambling operators and bettors, the most consequential change is Senate Bill 26-131.

Under the new law, people in Colorado can no longer use credit cards to fund sports betting accounts. Bettors are also limited to six deposits per day.
The law also bars sports betting companies from advertising to people in Colorado who are under 21. Starting in February 2028, companies must begin reporting annual transactional data under the measure.
Lawmaker says law designed to combat gambling addiction
State Sen. Matt Ball said in a statement:
“Since Colorado’s legalization of online sports betting in 2019, technology has rapidly transformed the industry, catching more and more people in the cycle of devastating gambling addiction.”
Yahoo News does not say how Colorado will enforce the credit card ban or what penalties apply for violations. It also does not specify what data operators will need to submit when reporting begins in 2028.
Still, the law fits a broader consumer-protection approach centered on responsible gambling and underage exposure. In practical terms, sportsbooks serving Colorado must ensure their payment systems, deposit controls, and advertising practices align with the new requirements now that the measure is in effect.
