Scientific Games and the New York Lottery will continue their nearly 50-year partnership that started in 1976. The two parties announced they would bring “world-leading” instant scratch-off games to players in the Empire State with a new primary provider contract.

As part of the new deal, Scientific Games will continue to provide the New York Lottery with:

  • Consumer and product research and data analytics
  • Game development
  • Portfolio planning, helping to ensure the success of the lottery’s scratch-off games

Key takeaways

  • The New York Lottery boasts one of North America’s highest total lottery profits.
  • NY Lottery is among the top 10 instant scratch game sellers.
  • Scientific Games is the world’s largest lottery games creator and the primary provider to nine of the top 10 performing instant game lotteries globally.
  • iLottery was part of New York Sen. Joe Addabbo’s online casino bill, which did not gain traction this year in the legislature or the state budget.

New York Lottery continues to be North America’s largest and most profitable lottery

The primary provider partnership with Scientific Games has resulted in a well-balanced scratch-off portfolio, with three price points in the top five in the US for weekly per capita sales, according to a news release.

Gweneth Dean, director of the New York Lottery, said in the release issued by Scientific Games:

“The New York Lottery is proud to continue its partnership with Scientific Games. For decades, our collaboration has resulted in billions of dollars for New York’s public schools, and we look forward to creating exciting new games for our players and supporting our dedicated retailers across the state.”

The release further states that the New York Lottery has one of North America’s highest total lottery profits and is ranked No. 8 worldwide for instant scratch game sales.

In the fiscal year 2022/23, the New York Lottery’s scratch-off games made over $4.41 billion in sales, helping provide billions in funding for education. School districts in the five boroughs received nearly $1.1 billion in Lottery Aid to Education funds during the same period.

The New York Lottery, initiated in 1967, is the state-operated lottery system under the New York State Gaming Commission.

Scientific Games is one of the largest lottery game creators

Founded in 1973, Scientific Games has become a global leader in retail and digital products, technology, and services that bring profits for government-sponsored lottery and sports betting programs.

With products that generate over 70% of global instant game retail sales, Scientific Games works with 150 lotteries in 50 different countries. The agreements include deals with:

  • The Ohio lottery
  • The Kentucky lottery
  • Pennsylvania lottery
  • Georgia lottery
  • The North Carolina Education lottery

Now that it prolonged its partnership with the New York Lottery, John Schulz, president of Americas & Global Instant Products for Scientific Games, said:

“We’re honored to continue as the primary scratch-off game provider to one of the world’s most successful lotteries and support their important mission to fund education for New York students. Our long-standing, strategic partnership has continued to bring entertaining scratch entertainment experiences to players in the state, and we look forward to many more decades of success together.”

Scientific Games has recently added B2B iGaming supplier 7777 Gaming as its ninth studio partner for their iLottery platform.

iLottery was also part of the Joe Addabbo’s NY online casino bill

Since Addabbo couldn’t gather enough support to bring online casinos to the state in 2023, he refiled his legislative attempt, Senate Bill S8185, in January.

The online casino bill would legalize online casinos in New York and include one additional element, iLottery.

As Addabbo said in January, New York online casino’s only chance to pass was through the state budget. Less than a month ago, New York legislators approved a state budget, and, as predicted, Addabbo’s online casino bill was left out of the state budget this year.

Completing the downstate NY casino licensing process could help clear the path for the discussion to move to iGaming. Still, the New York State Gaming Commission has indicated it might not award the licenses until the end of 2025.

In other words, the legalization of New York online casinos might not happen before 2026.
