When could online casinos be legalized in New York?
Probably not before 2027, and possibly much later. Sen. Joseph Addabbo Jr., who chairs the Senate Racing, Gaming and Wagering Committee, has introduced an online casino bill every session for years.
His current bill, S2614, would legalize online slots, table games, live dealer games, and online poker, with a 30.5% tax on gross gaming revenue. Licenses would go to commercial casinos, racinos, tribes, and the state’s mobile sports betting operators.
The problem is the governor’s office. Gov. Kathy Hochul has never endorsed the bill or included online casinos in her budget.
There are reasons for optimism, though. The downstate casino licensing process, which dominated gaming debates in Albany for years, wrapped up in December 2025. Addabbo has argued that it frees lawmakers to focus on online gaming, and he estimates New York loses around $1 billion a year to neighboring states and the illegal market.

Why you should choose a legal and regulated NY online gambling site
With so few options in New York, I get why offshore casinos can look tempting. They advertise huge bonuses, polished software, and thousands of games. But these sites aren’t licensed anywhere in the US.
Here’s what you give up when you play at an unregulated casino:
- No guarantee of fair games. Nobody independently tests the software, so you have no way of knowing whether the odds are what the site claims.
- No guarantee you’ll get paid. Offshore sites can delay, shrink, or cancel withdrawals, and New York regulators can’t step in.
- No legal recourse. If a site freezes your account or disappears with your balance, you have nowhere to file a complaint.

Addabbo continues to put forward legislation and advocate for how igaming would help balance the state’s budget.
