Pennsylvania Casinos Make Small Gains in Diversity Employment in 2025 

Diversity employment rose slightly at most casinos in Pennsylvania over the last year, according to the 2025 Diversity Report

According to the 2025 Diversity Report released by the Pennsylvania Gaming Control Board, Pennsylvania casinos made slight gains in diversity employment

Casinos in Pennsylvania are required to submit their workforce and vendor diversity data under the Race Horse Development and Gaming Act.

For the most part, most casinos in the Keystone State reported slight increases in diversity employment over the last year.

Diversity numbers inch up

The total workforce for all licensed casinos in the state stood at 15,840 as of June 30, 2025, according to the report, up from 15,562 employees in 2024. About the same as last year, 90% of all employees were state residents. 

Forty-two percent of employees were female, and 42% were minorities, up from 41% in 2024 for both categories. Of the 2,584 employees in executive, management, and professional positions, 38% were female, while 28% were minority, registering a 1% gain in each category from last year. 

Employees in table games operations totaled 4,933 in 2025, a slight increase from 4,812 in 2024. Of these, 86% were state residents, a 1% increase from the previous year. 

There were also small improvements in the vendor diversity data. The total spending for Local Business Enterprises and Minority- and Women-owned Business Enterprises in the fiscal year 2024-25 rose to $715.9 million from $693.2 million in the previous fiscal year. 

Notably, the Diversity Report also included spending data on construction and non-construction procurement. In 2024, large capital projects contributed to a higher women-owned and minority-owned business participation. It leveled off in 2025. 

Gains and losses at PA casinos 

Some casinos in Pennsylvania made notable gains in diversity employment in 2025, while others remained about the same.

At Parx Casino, the number of female and minority employees in executive positions remained the same in 2025 as in 2024: 2,000 employees, 31% female and 22% minority. 

Rivers Casino Pittsburgh, with 1,575 employees, increased the number of female employees in executive positions from 35% to 37%.

Minority executives at Live! Casino Philadelphia rose from 36% in 2024 to 39% in 2025, with a total workforce of 1,312. 

Diversification employment did decline at some PA casinos.

Mount Airy Casino Resort, with 757 employees, reduced its minority employee representation from 34% to 32%.

Hollywood Casino at Penn National Race Course, with 913 employees, maintained its level of female employees but reduced minority employees from 18% to 16%.
