Pennsylvania Gaming Control Board Fines Wind Creek Bethlehem, Parx Casino

The Pennsylvania Gaming Control Board issued $180,000 in fines during its monthly meeting last week, primarily targeting Wind Creek Bethlehem and Parx Casino.

The fines were for various violations, including underage gaming, online casino fraud, and employee licensing violations.

Wind Creek Bethlehem fined for KYC lapses

The PGCB fined Wind Creek Bethlehem $50,000 for KYC (Know Your Customer) lapses linked to online casino fraud. According to the board, 45 individuals used stolen identities to create or access 36 accounts.

A total of $629,823.65 was wagered from those accounts, with winnings of $564,525.61. The total amount withdrawn was $92,216, and all withdrawals were made in person at Wind Creek Casino’s cash cage. Notably, the withdrawals were done in 2021 in the midst of the COVID-19 pandemic. The casino’s employees didn’t ask the individuals to remove their masks for identification.

In its consent agreement, Wind Creek outlined its remedial measures after the incident:

“Wind Creek now has a team of clerks who work specifically with interactive gaming accounts to ensure correct documentation and clearing of all fraud flags prior to processing a payout. All internal standard operating procedures were updated to ensure they correctly align with Wind Creek’s approved internal controls. All Wind Creek interactive gaming team members were retrained using the revised operating procedures.

“Finally, Wind Creek has implemented the newly required enhanced KYC verification referenced in PGCB Industry Guidance – 2025-01 (Interactive Gaming Account MultiFactor Authentication Requirement).”

Wind Creek’s case was similar to one involving BetMGM, which was recently fined $100,000 for lapses in KYC requirements. The platform allowed the creation of over 1,500 fraudulent accounts, which deposited and withdrew millions of dollars over the course of two years.

Parx fined twice

Greenwood Gaming, the operator of Parx Casino, incurred two fines on Wednesday. While the amounts were the same, the violations were different: online casino employee licensing violations and underage gaming.

The operator was fined $40,000 for online casino employee licensing violations. Parx Casino hired five individuals who lacked the proper licenses, letting them operate for a combined period of 1,805 days. The operator received an email in June providing licensing guidelines, according to the consent agreement. However, the operator failed to file the proper employee applications when it hired the five individuals 14 months after receiving the guidelines.

Parx was also fined $40,000 for allowing underage individuals on the gaming floor. The violations occurred in three separate incidents between 2024 and 2025.

In its consent agreement, Parx outlined the following remedial measures since the incidents:

  • It partnered with a new identification scan vendor, Veridocs, in January 2024. The new scanners now enable it to better identify and turn away prohibited individuals and underage persons.
  • Parx reiterated procedures and trained staff on the new Veridox scanners. It also issued progressive discipline by issuing a written warning to a team member for failing to escalate scan alerts.
  • It issued written warnings to four team members and two final warnings to two other team members for failing to secure identification, in addition to reiterating procedures and policies.
  • It issued progressive discipline by terminating two team members and further reiterated procedures and policies.
