The Hard Rock casino development in Kenosha took a major step forward March 13 when the Bureau of Indian Affairs (BIA) released its draft environmental assessment for the project. The release marks a critical milestone in the federal approval process for the proposed $360 million Wisconsin casino and resort.

The evaluation focuses on the potential impacts of transferring land into trust for the Menominee Indian Tribe of Wisconsin, specifically for a casino-hotel offering Class III gaming under the Indian Gaming Regulatory Act.

Environmental analysis and regional economic benefits

The draft assessment follows more than a year of analysis regarding public services, water resources, and ecological impacts. According to the findings, the project is not expected to cause significant environmental harm, concluding that construction and operations would meet all federal and state air and water quality standards. The Wisconsin casino development was specifically designed to avoid disturbing wetlands, with mitigation measures in place to protect the surrounding ecosystem.

Beyond environmental sustainability, the report highlights substantial economic benefits. The development is projected to create more than 1,000 permanent jobs and generate significant construction employment, providing long-term revenue for both the tribe and the local economy. The BIA findings suggest the net effect on the region would be overwhelmingly positive with no major negative impacts identified.

Tribal and local support for Hard Rock Casino development

Tribal and local leaders characterized the assessment’s release as a turning point for the region. Menominee Indian Tribe Chairman Joey Awonohopay described the moment as one the tribe has been waiting for, noting that the project will help the tribe address pressing gaps in health care, infrastructure, and education.

“This is a significant step not just for tribal members, but for Kenosha County and the state of Wisconsin,” Awonohopay said, emphasizing that the development will drive growth for local families and businesses in its final phase.

Kenosha County Executive Samantha Kerkman and Mayor David Bogdala joined in praising the progress. Kerkman noted that the publication of the assessment ensures transparency and opens the door for public participation, while Bogdala framed the Hard Rock project as a “win” that would attract outside investment.

“This project has been a long time coming for Kenosha, and it’s exciting to see it move closer to reality,” Bogdala said.

Public comment period for the proposed Wisconsin casino

With the draft assessment now public, the project has entered a formal public comment period that runs through April 12, 2026. This window allows stakeholders and residents to provide input before a final federal decision is reached.

The assessment will inform the US Department of the Interior’s decision on the land-into-trust application. If federal approval is granted, the Wisconsin casino project would still require final concurrence from the governor of Wisconsin before construction could begin.
