DraftKings and Underdog Fantasy Sports are among five companies that have applied for licenses to join Missouri’s upcoming sports betting market, according to the Missouri Gaming Commission (MGC). The information was confirmed to PlayUSA by MGC Public Relations Coordinator Elizabeth Hoffman.

Who Has Applied for Missouri Sports Betting Licenses?

Missouri’s five applicants fall into two categories: operators, such as sportsbooks and DFS platforms, and suppliers, which provide essential services like geolocation, compliance testing, and data feeds.

Missouri Sports Betting Operator Applicants

Two major operators—DraftKings and Underdog Fantasy Sports—have applied for sports betting licenses in Missouri. If approved, Missouri would become the 26th state where DraftKings is active, not including Washington, D.C. Industry rivals like FanDuel and BetMGM are expected to follow with applications in the coming weeks.

Underdog already operates DFS in Missouri, but its new application would expand its reach into full sportsbook operations. This is notable, as DFS platforms rarely pursue sports betting licenses. The strategic shift likely stems from increasing scrutiny in other states, where regulators have cracked down on DFS operators that offer sportsbook-like features.

Missouri Sports Betting Supplier Applicants

According to the MGC, three suppliers have submitted applications: Catalist, Gaming Labs International (GLI), and GeoComply.

Catalist

Catalist, based in New York, provides U.S. sportsbooks with live streaming and official data for tennis, soccer, basketball, and hockey events. Its coverage includes the ITF World Tour, Davis Cup, and Billie Jean King Cup. According to its website, Catalist supports over 100,000 events per year.

GLI

Gaming Labs International (GLI), headquartered in New Jersey, offers compliance testing services to ensure sportsbook platforms meet state-specific regulatory standards. GLI tests a range of bet types, including fixed-odds, pools, parlays, betting exchanges, and more. Its client list includes the:

  • Louisiana Gaming Control Board
  • Seminole Tribal Gaming Commission
  • Upper Lake Tribal Gaming
  • North Carolina State Lottery Commission

GeoComply

GeoComply provides geolocation services that allow sportsbooks to confirm a user’s location when accessing an app, critical for ensuring compliance with state laws. The company’s technology can detect a user’s position within five feet or less, helping operators block activity from restricted jurisdictions.

GeoComply operates in over 40 states and handles billions of transactions annually. Its system also detects device spoofing, flags suspicious behavior, and analyzes user metadata to prevent fraud and ensure secure access.

What’s Next for Missouri Sports Betting?

Missouri’s sports betting license process has two application deadlines. Operators seeking a direct mobile license—which does not require a local partner—must apply by July 15. The MGC will evaluate those applicants on August 13 and award two licenses by August 15. Operators partnering with a Missouri-based entity must submit their applications by September 12.

By late summer, Missouri should have a clear lineup of approved sportsbooks ahead of the state’s December 1 launch date. BetMGM is expected to apply, having partnered with Century Casino Cape Girardeau, while bet365 is a likely contender following its deal with the St. Louis Cardinals.

Once established, Missouri’s sports betting market could rank among the top 15 states by revenue. PlayUSA projects more than $170 million in revenue during the NFL season’s core months—September through November.
