The partnership between Scientific Games and the Florida Lottery reached new heights in 2025, setting a record with $7.093 billion in scratch-off retail sales. The total narrowly surpassed the previous high of $7.091 billion set in 2022.
The record-breaking year generated more than $1.21 billion for the Florida Educational Enhancement Fund, supporting the state’s public schools, colleges, universities, and Bright Futures Scholarship recipients.
“We are extremely proud of our partnership with Scientific Games,” said Reginald D. Dixon, acting secretary of the Florida Lottery. “More than just breaking a record, these efforts drove higher contributions to education for Florida’s students.”
Top-performing scratch-off games of 2025
Players won $5.23 billion in prizes from scratch-off games in 2025, while retailers earned $425 million in commissions.
The Gold Rush Multiplier family — with price points ranging from $1 to $50 — remained a powerhouse, generating $1.29 billion in sales. This group alone accounted for more than 18.3% of total scratch-off revenue. Other top performers included the Holiday Cash and Week for Life series.

Global leadership in lottery analytics
According to La Fleur’s 2025 World Lottery Almanac, the Florida Lottery ranks among the top five lotteries worldwide for per capita scratch game sales. It is also one of five lotteries among the world’s top six to participate in the Scientific Games Enhanced Partnership (SGEP).
The SGEP uses data analytics, advanced game design, and “SciTrak” predictive logistics to optimize performance. In Florida, the program is managed through Scientific Games’ Orlando operation, supporting a network of more than 13,550 retailers.
“Scientific Games has served as the exclusive or primary supplier of Florida Lottery scratch-off games since the lottery’s inception in 1988,” said Angela Goodwin, vice president of instant products, Americas, for Scientific Games. “In 1997, our relationship expanded to a full instant game partnership. We have collaborated closely to drive responsible growth, and our longtime partnership has proven highly successful.”
More than games: A $49 billion legacy
Scientific Games is the world’s largest developer and provider of lottery games, representing over 70% of global instant scratch game retail sales. The company works with 150 lotteries across 50 countries.
The Florida Lottery reinvests 99% of its revenue back into the state economy. To date, the lottery has:
- Contributed more than $49 billion to Florida education.
- Sent over 1 million students to college via Bright Futures Scholarships.
- Paid more than $103.2 billion in prizes since 1988.
- Created more than 4,430 millionaires.
Florida Lottery tickets are not available online
While the Florida Lottery continues to set records, it maintains a strict “in-person” purchase model to protect the integrity of its games. Florida law prohibits the sale of online lottery tickets, and the Florida Lottery has been proactive in shutting down unauthorized third-party lottery courier apps that attempt to act as intermediaries.
