Over 60 Illegal Gambling Sites Targeted in Illinois Gaming Board Sweep

Illinois has delivered a clear message to illegal gambling operators: Online casinos and sweepstakes platforms operating without state approval are not welcome.

In a joint enforcement action announced Feb. 5, the Illinois Gaming Board said it worked with the Attorney General’s Office to send more than 60 cease-and-desist letters to entities it believes are operating illegal online casinos and online sweepstakes casino platforms in the state.

The state’s demand is direct. Recipients must either block Illinois residents from accessing their websites or stop offering prizes to Illinois users. Illinois warned that failure to comply could result in civil or criminal penalties.

Illinois changes approach to illegal online gambling

The regulatory action also follows mounting legal scrutiny of sweepstakes casino platforms operating in Illinois. Earlier this year, a class-action lawsuit was filed alleging that SpinBlitz facilitated illegal online gambling in the state, reflecting growing pressure on unlicensed operators from both regulators and the courts.

Illinois takes swift action against illegal operators

The Illinois Gaming Board’s press release emphasizes consumer protection, with market protection as a closely related concern.

Gaming Board Administrator Marcus D. Fruchter said illegal online gambling activities undermine consumer protections and weaken responsible gaming safeguards. Licensed operators, he noted, are subject to oversight, compliance requirements and enforcement mechanisms that provide recourse for players when issues arise.

Those arguments are familiar in regulated gambling. What stands out in this case is the scope of the response. Rather than targeting a single operator or conducting an isolated investigation, the Gaming Board initiated a broad enforcement sweep and framed the action as part of an ongoing strategy, not a one-time effort.

Attorney General Kwame Raoul also described the issue as straightforward under Illinois law.

“The law is clear: Gambling operations in this state have to follow the legally established framework and be regulated,” Raoul said in the release. He added that unlicensed operators expose consumers to harm and undermine the integrity of the regulated market.

Operators must block residents or remove prizes

Illinois said recipients of its cease-and-desist letters must take one of two actions:

  1. Prevent Illinois residents from accessing their websites; or
  2. Stop offering prizes to Illinois users.

The options amount to geofencing Illinois residents or removing the prize element for those users. Either approach is intended to exclude Illinois residents from participating in online games of chance that award money or other valuable items.

The Gaming Board underscored the legal basis for the action, stating that providing online games of chance that pay out cash or other items of value constitutes a violation of Illinois criminal law. The release also notes that Illinois law prohibits operating internet sites that allow gambling.

By emphasizing these points, Illinois is signaling that it views the activity not as a licensing technicality or marketing issue, but as a core legal violation.

Which gambling activities are allowed in Illinois

The state also used the release to clarify which forms of gambling are legal in Illinois. According to the Gaming Board, lawful gambling operates through specific channels:

  • Licensed casinos, including riverboat and land-based casinos
  • Racetracks with organizational gaming licenses
  • Sports betting sites operating under the Sports Wagering Act
  • Video gaming operators functioning under the Video Gaming Act

The list highlights a key distinction for consumers. Illinois permits legal, regulated gambling — including sports betting — but does not allow internet sites to offer gambling outside that framework. When online platforms provide casino-style games to Illinois residents and award money or items of value, regulators say they cross into prohibited territory.

The inclusion of “online sweepstakes gaming platforms” is notable. These sites often differ from traditional online casinos, sometimes relying on prize-based models rather than direct wagering. Illinois’ release makes clear that regulators are focused on how the games function — including chance, prize value and access by Illinois residents — rather than on branding or terminology.

How players can stay safe from illegal gambling

Illinois urged residents to avoid gambling with unlicensed and unregulated operators. The state directed patrons to the Gaming Board’s website for information on approved casinos, sportsbooks and video gaming operators. The Gaming Board also encouraged residents to report suspected illegal gambling through its Report Prohibited Conduct page.

How the enforcement sweep will play out

Illinois did not disclose how many recipients have complied, how quickly it expects changes, or whether more letters may follow. The state’s message is clear: companies must comply or face potential legal consequences.

In the coming weeks, regulators will see whether targeted sites block Illinois users, remove prize eligibility, or continue operating and risk escalation. Either way, Illinois has placed the unlicensed online casino and sweepstakes sector on formal notice at scale.
