The approval comes as DraftKings begins rolling out Moonshot across 18 jurisdictions, including Pennsylvania, New York, Ohio, Michigan, and Ontario, Canada.
Designed exclusively for Major League Baseball, Moonshot introduces a progressive multiplier mechanic that transforms individual plate appearances into live wagering opportunities. PGCB put Moonshot through extensive review
Most sportsbook features reach betting apps with little public insight into the regulatory process behind them. According to PGCB Communications Director Doug Harbach, Pennsylvania’s review of Moonshot involved a structured, multi-department evaluation before approval was granted.
The review included:
- Bureau of Gaming Operations
- Bureau of Sports Wagering
- Bureau of iGaming
Each bureau independently examined the product and met with DraftKings representatives before authorizing the launch.
The process highlights Pennsylvania’s hands-on approach to sports betting regulation. Rather than automatically approving new wagering formats already available elsewhere, regulators conduct product-specific reviews to evaluate compliance, operational integrity and consumer protections.

Before a qualifying at-bat begins, bettors select a target multiplier. During the plate appearance, predefined multiplier values are assigned to various outcomes, including pitches, hits and other in-game events. The wager continues to build toward the selected target until one of three outcomes occurs:
- The target multiplier is reached, resulting in a winning bet.
- The bettor chooses to cash out.
- An out is recorded before the target is reached, resulting in a loss.
For example, a bettor placing a $5 wager with a 4x target multiplier would receive a $20 payout if the target is reached. DraftKings has indicated that every pitch contributes to the multiplier progression, while larger offensive outcomes accelerate progress toward the selected target.
According to a news post by PlayPennsylvania, DraftKings Chief Product Officer Corey Gottlieb said the feature reflects the company’s ongoing focus on interactive live betting experiences.
“Moonshot adds to the excitement of betting on a live MLB game, bringing a fun multiplier mechanic to the action,” Gottlieb said. “We’re always looking for ways to make live sports more engaging for our customers.”
Why Pennsylvania matters to sportsbook operators
Since legalizing sports betting in 2018, Pennsylvania has become one of the largest and most competitive regulated wagering markets in the United States.
The state is home to major operators, including DraftKings, FanDuel, BetMGM and Caesars Sportsbook, all competing for market share in a mature environment where product innovation increasingly matters as much as promotional spending.
For DraftKings, Pennsylvania represents an important proving ground. Approval from the PGCB carries added significance because of the regulator’s reputation for rigorous oversight and the state’s substantial betting volume.

As operators continue introducing new betting formats, regulators will face increasing pressure to develop review frameworks for emerging products.
