Michigan online lottery and the law
In December 2011, the United States Department of Justice released a legal opinion on the Wire Act concluding that anything outside of betting on sports falls outside the act’s reach. This effectively gave states notice that online lottery sales were legal.
Michigan Governor Rick Snyder then asked lawmakers to set aside money in the budget to set up online lottery sales in 2013. Snyder’s funding request was rejected, but Michigan Lottery officials went ahead using existing money in its own budget.
Ultimately, the Michigan Lottery soft launched online lottery sales on August 11, 2014. The full online lottery sales program went live in November 2014.
Michigan online lottery oversight
The Michigan Bureau of State Lottery governs lottery games in the state.
Three-term Michigan House Representative Aric Nesbitt was appointed commissioner in February 2017, taking over for M. Scott Bowen, who had held the position since 2008. This position includes ensuring the accountability and integrity of the lottery.
How can I protect my account?
All Michigan online lottery accounts are password protected. Users should protect the password the same way they do with all their online accounts.
However, the Michigan Lottery also has a number of safeguards in place for the protection of player information.
Benefits of the online lottery for Michigan
According to the Michigan Lottery, more than 97 cents of every dollar spent on Michigan Lottery tickets go back to the state in the form of contributions to Michigan’s School Aid Fund, prizes to players, and commissions to Michigan Lottery retailers. This holds true for online sales as well.
In 2015, the contribution to schools from the Michigan Lottery totaled $795.5 million. Since 1972 when Michigan began lottery ticket sales, the lottery has contributed more than $19.6 billion to education in the state.
Do online lottery sales take away from regular lottery sales?
No. In fact, lottery consultant Digital Gaming Group conducted a report proving online sales have not cannibalized brick and mortar lottery operations in Michigan.
The report states Michigan online lottery sales hit $8 million in weekly sales in March 2016. In the meantime, brick and mortar retail lottery operations have set all-time records.
The study concluded retail channels weren’t negatively affected by the launch of online sales. Brick and mortar retail sales are on pace to set all-time record highs again.
