After a positive start and even making its way to the desk of Gov. Janet Mills, legislation to legalize sports betting in Maine came to an end as the House voted to uphold the governor’s veto.

The House needed a two-thirds majority to override Mills, who decided against supporting the bill in January because she was “unconvinced” that state residents wanted gaming expansion. The governor also noted that Maine should remain on the sideline and learn from other states regulating sports betting.

Legislation to legalize wagering was passed by the Maine Legislature in 2019.

The Senate actually voted to override Mills’ veto, but the House fell short of doing so by nine votes.

The measure would have authorized online and in-person wagering, with casinos, racetracks and off-track sites becoming eligible to apply for sports betting licenses.

When will Maine legalize sports betting?

Maine was in scoring position with legislation to legalize sports betting in early 2020. Gov. Janet Mills, though, stuffed the bill at the goal line with a veto. And a House vote fell short of overriding the veto, thus killing the measure in its tracks. Among Mills’ reasons for vetoing was that Maine needed to watch surrounding states and how they approached the industry before moving forward itself.

Maine lawmakers have given it another go in 2021, and one out of the four Maine sports betting bills presented is moving forward. It is still in progress, however, and nothing has been legalized – yet.

That same year, Oxford Casino opened its doors and remains Maine’s most recent — and only other — brick-and-mortar.

In 2017, Maine became the 15th state to legalize paid-entry daily fantasy sports, opening the door for DFS powers DraftKings and FanDuel to capture a new market.

The bill declares DFS a game of skill and exempt from state gaming laws, and the industry is overseen by the Gambling Control Unit. The game is available to players who are at least 18 years old.

In addition, Maine is home to a handful of bingo halls and racetracks that support horse racing and off-track wagering.

Legislators took a run at legalizing sports betting, and a measure nearly passed in early 2020. Gov. Janet Mills, however, vetoed the bill because she was “unconvinced” that residents desired such expansion.
